Abstract

This Butte Priority Soils Operable Unit (BPSOU) Reclamation Improvement (RI) Site Evaluation Summary Report (SESR) presents results of soil sampling conducted on October 11, 2023, at the Butte Reclamation Evaluation System (BRES) No. 17 – Paymaster Dump Site and adjacent areas (referred to herein as Site) within the BPSOU. The BPSOU Consent Decree (CD) (referred to herein as BPSOU CD; EPA, 2020) Appendix D, Attachment C Further Remedial Elements Scope of Work (FRESOW) prescribed further evaluation of sites reclaimed prior to establishment of the Butte Hill Revegetation Specifications (BHRS) (Appendix A to the BPSOU CD), which were initially established in 1997. This Site was not included in the FRESOW but was identified by Butte-Silver Bow (BSB) for additional investigation to address recurring deficiencies identified during the BRES evaluations (BSB, 2016 and BSB, 2021) and since its reclamation date occurred prior to establishment of the BHRS. Original reclamation of this Site was performed in 1988 and 1989.

The 2023 evaluation was conducted consistent with Insufficiently Reclaimed (IR) sites identified in the FRESOW to determine whether the Site meets or fails the most recent approved BHRS (referenced herein as BHRS; Atlantic Richfield Company and BSB, 2026) requirements, poses a threat to human health, contributes metals-impacted sediment to existing or planned wet weather control features, or contributes to the degradation of surface water quality as described in the BPSOU CD.
