Abstract

Unreclaimed sites exist within the Butte Priority Soils Operable Unit (BPSOU) that could pose a threat to human health or surface water quality due to the presence of historical mine waste. Although many source areas have been previously reclaimed, areas still exist in which soil has not yet been evaluated; such sites may provide a pathway for human exposure or impact surface water quality via stormwater runoff. These Unreclaimed sites will be evaluated in accordance with Appendix D, Attachment C, Section 8.0 of the BPSOU Consent Decree (referred to herein as CD) (EPA, 2020a).

This Quality Assurance Project Plan (QAPP) describes the activities necessary to conduct soil sampling and characterization activities on Unreclaimed sites and will be valid for 12 months after approval. It also describes the quality assurance/quality control (QA/QC) policies and procedures to be used during collection and analysis. This QAPP is intended to standardize the sampling process to provide accurate and defensible testing results necessary to make a final site declaration. Continuous monitoring will not be performed on any Unreclaimed site. A Field Sampling Plan (FSP) will be produced to outline the site-specific activities to be performed at each unique site. Site-specific FSPs will be prepared in accordance with United States Environmental Protection Agency (EPA) QAPP Standard (EPA QA/S-2) (EPA, 2024) and submitted to EPA for review and approval prior to conducting any environmental information operation activities.
