Abstract

Insufficiently Reclaimed sites exist within the Butte Priority Soils Operable Unit (BPSOU) that could pose a threat to human health or surface water quality due to the exposure of historical mine waste. Although many source areas have been previously reclaimed, areas exist where reclamation was completed prior to the establishment of the Butte Hill Revegetation Specifications (BHRS) or reclaimed areas that have failed consecutive Butte Reclamation Evaluation System (BRES) inspections and now fall into either the Insufficiently Reclaimed or Reclamation Improvement category. In all these cases, additional work is required to comply with the BHRS to ensure the cap remains protective of human health and the environment. These sites will be evaluated according to Appendix D, Attachment C, Section 7.0 of the BPSOU Consent Decree (CD) (EPA, 2020a).

This Quality Assurance Project Plan (QAPP) describes the activities necessary to conduct soil sampling and characterization activities on Insufficiently Reclaimed sites and will be valid for 12 months after approval. It also describes the quality assurance/quality control (QA/QC) policies and procedures that will be used during collection and analyses. This QAPP is intended to standardize the sampling process to provide accurate and defensible testing results necessary to make a final site declaration. Continuous monitoring will not be performed on any Insufficiently Reclaimed site. A Field Sampling Plan (FSP) will be produced to outline the site-specific activities that will be performed at each unique site. Site-specific FSPs will be prepared in accordance with U.S. Environmental Protection Agency (EPA) QAPP Standard (EPA QA/S-2) (EPA, 2024) and submitted to EPA for review and approval prior to conducting any environmental information operations activities.
